Association Agreement with the Republic of Serbia

In December 2025, the European Commission signed an agreement associating the Republic of Serbia with the EU4Health programme.

This agreement will open access for the Republic of Serbia to EU funding in the area of health. It will enable the Serbian health system to respond to immediate needs and contribute to long-term recovery.

The European Commission signed an association agreement with authorities from  Ukraine, MoldovaMontenegro and  Bosnia and Herzegovina that opens access to EU funding for these countries.

The access is subject to compliance with the Union legislation such as the Regulation (EU) 2016/679 on the General Data Protection Regulation when treatment of personal data is involved in implementing a specific action.

Serbian public and private entities will be able to receive funding through competitive (open calls) and non-competitive (direct grants and joint actions) measures. The agreement, applicable from1 January 2026, will allow the Republic of Serbia to participate in the calls to be launched from January 2026.

The EU4Health Programme has a total operational budget of €4.4 billion for 2021-27, following the 2024 mid-term revision of the multiannual financial framework.
