HERA IT System ‘ATHINA’ to collect intelligence and assess threats: call for tender published

The Health Emergency Preparedness and Response Authority (HERA) was set up to strengthen Europe's ability to prevent, detect, and rapidly respond to serious cross-border health emergencies. HERA will collect intelligence and will assess threats in order to:    

  • Be able to pick up signals on possible health threats requiring medical countermeasures (MCM) response and vulnerabilities in the supply of MCM before they evolve into health emergencies;  
  • assess the health threats to identify response options for decision/policy-making concerning MCM;   
  • Tracking of MCM supply chains, addressing MCM shortages, vulnerabilities and strategic dependencies.  

In order to support this function, HERA will develop the IT system ATHINA (Advanced Technology for Health INtelligence and Action IT system) under the EU4Health 2022 work programme.

The call for tender that has been published by HaDEA will include the initial development of priority modules and features, the functional analysis of the remaining ATHINA modules and an analytic function to be provided as a service both on MCM and health threats.

Next steps

The time limit for receipt of the tenders is 23/06/2023. Contracts will be signed in Q4 2023. According to the tender specifications the first module of ATHINA is expected to be delivered 9 months after the signature of the contract.
