To support countries in reaching the health targets of the Sustainable Development Goals, the European Commission has established a Steering Group on Health Promotion, Disease Prevention and Management of Non-Communicable Diseases (“the Steering Group”).
The Steering Group provides advice and expertise to the Commission on developing and implementing activities in the field of health promotion, disease prevention and the management of non-communicable diseases. It also fosters exchanges of relevant experience, policies and practices between the Member States.
Steering Group activities
The activities of the Steering Group are intended to facilitate the implementation of evidence-based best practices by EU countries, in order to ensure that the most up-to-date findings and knowledge are being put into practice.
The Steering Group advises the Commission in the selection of best practices and in making better use of research results to support their transfer and scaling up at the national and European level. The EU Health Programme or other financial instruments of the EU support the implementation and transfer of best practices.
As part of the process, the Commission presents to the Steering Group tested policies and approaches selected according to national and EU priorities and based on agreed-upon criteria. EU countries indicate which of these they are interested in implementing or scaling-up. The Commission launches open calls for best practices according to priorities of the SGPP. The calls can be accessed on the Best Practice Portal. The Commission then identifies the best ways to support the implementation of these policies, using all available instruments at the Commission's disposal.
The Steering Group is chaired by the Commission and the members are representatives of the Member States. The Commission Decision setting up this expert group provides additional information on its role and its areas of work.
The Commission may also set up sub-groups for the purpose of examining specific questions. These groups operate for a limited period of time, and on the basis of agreed mandates. They report to the Steering Group.

The Steering Group has already selected an initial set of policy interventions that will be implemented by multiple EU countries, and is selecting the next priority areas for the implementation of best practices. Its activities will also be linked to the ongoing work of the WHO and the OECD.
Interested parties in the field can actively participate in discussions via the Health Policy Platform, in particular the Non-Communicable Diseases Network.
The Steering Group's work will be supported by online resources on health promotion and the prevention and management of non-communicable diseases, such as:
- A knowledge gateway on health promotion and disease prevention
- A healthcare quality hub (forthcoming)
- A best practice portal for consulting and sharing best practices.
