What the Health Programme will bring to you

Véronique Wasbauer, Director of the Consumers, Health, Agriculture and Food Executive Agency (CHAFEA), which manages the Health Programme for the European Commission, explains what are the key actions of 2020 work plan and what the Health Programme does for EU citizens.

First of all, what is the Health Programme?

The Health Programme supports EU policies in the area of public health: it provides financial support to EU-wide projects to improve public health, prevent illness and eliminate threats to physical and mental health in European countries. It also supports the implementation of EU legislation in the field of serious cross-border threats to health, tobacco control, cross-border health care, substances of human origin. To date, the programme has funded 976 projects and actions, working together with 7387 organisations across Europe. The current Health Programme is the third one, running from 2014 to-2020.

And what is an annual work plan?

To put it very simply, the annual work plan outlines the actions Chafea will implement during the year and sets aside the necessary budget to carry them out, in line with the priorities set by the Commission.

What is noteworthy about the 2020 work programme?

2020 is the last year of the third Health Programme. The work plan will continue to focus on the following four objectives:

  • Promoting heath, preventing diseases and fostering supportive environments for healthy lifestyles,
  • Protecting Union citizens from serious cross-border health threats,
  • Contributing to innovate, efficient and sustainable health systems,
  • Facilitating access to better and safer healthcare for Union citizens.

A total of 65.36 million euros has been earmarked for 2020, including 37.15 million euros for co-financing activities through grants for projects conducted by health stakeholders, academia, policy makers, international or non-government organisations, through networks (such as the European references network on rare diseases) and through joint cooperation among national authorities of the EU countries.

Main actions are in the areas of mental health, increasing vaccination coverage, supporting reforms in the health workforce field, pharmaceutical innovation and access to medicines, tobacco control, health technology joint clinical assessment, medical devices and rare diseases.

What does that mean to the average citizen?

The Health Programme is designed to disseminate best practices across the EU countries and bring validated knowledge and expertise to the people who most need it. The actions that it funds meet strict criteria and must have potential for being successfully transferred from one country to another. They have to be making a real difference in people’s lives.

Workshop on health promotion and disease prevention in health and educational settings, Luxembourg, 13 February 2020

The workshop, aimed at National health ministries and public health institutions, envisages to support the cooperation and exchange of information between key stakeholders in order to increase awareness on the importance of health promotion and disease prevention.
