About the Conference
The third Annual EU Compass Forum on Mental Health and Well-being will be held in Luxembourg on 8-9 February 2018. This event is aimed at diverse stakeholders such as policy makers and Member State representatives, non-governmental stakeholders from advocacy groups and care organisations, as well as mental health care providers, professionals, and service users. The purpose of the Forum is to discuss the implementation of policy recommendations of the Joint Action European Framework for Action on Mental Health and Well-being and the outcomes of activities related to the work of the EU Compass during 2017-2018.
The focus of this third EU Compass Forum will be providing community-based mental health services and developing integrated approaches to governance, which is often referred to as mental health in all policies. In line with this, an EU Compass scientific paper will be presented and both days include interactive break-out sessions to discuss the key topics. Moreover, the results of the annual EU Compass surveys regarding the activities of member States and stakeholders in mental health will also be analysed.
Organisers: Consortium led by the Trimbos Institute in the Netherlands together with the NOVA University of Lisbon, the Finnish Association for Mental Health and EuroHealthNet under the EU Health Programme (2014-2020) in the frame of a service contract with the Consumer, Health, Agriculture and Food Executive Agency (Chafea) acting under the mandate from the European Commission.

Position Paper on Providing Community-Based Mental Health Services
A Scientific Paper on Providing Community-Based Mental Health Services has been prepared by scientific experts in the field. The Paper has been reviewed by governmental experts; their input has been incorporated into a revised document referred to as a Position Paper. The Position Paper will be presented at the 3rd Annual EU Compass Forum for Mental Health and Well-being (8-9 February 2018, Luxembourg) where participants will be invited to provide further input and subsequently reach a consensus on the recommendations in the Paper.
