Introduction
The French Ministry of Social Affairs, Health and Women’s Rights and the European Commission organised a High Level Conference on Global Health Security on 22/23 March 2016 in Lyon, France. The event was co-sponsored by the World Health Organization and The Netherlands Presidency of the Council of the European Union.
The main objective of this conference was to encourage the implementation of the International Health Regulations (2005), adopted by the World health Assembly in 2005.
Conference in practice
The conference was by invitation only and brought together key players at international level. Among other high level key note speakers Mme Marisol Touraine, France, Minister for Social Affairs and Health, Mr Vytenis Andriukaitis, European Commissioner for Health and Food Safety, Ms Edith Schippers, Minister of Health, Welfare and Sport, The Netherlands, Dr Margaret Chan, WHO Director General, and the French President François Hollande delivered key note speeches accessible at:

The conference aimed at providing recommendations for consideration by the 69th World Health Assembly in May 2016. It also promoted initiatives and innovative tools addressing the challenges of the effective implementation of the IHR.
The first day of the Conference was dedicated to assessing and building countries' capacities and cooperation while the second day of the Conference was dedicated to the strengthening of health systems and cross sectorial commitment.
