In July 2022, the European Commission signed an agreement associating Ukraine with the EU4Health programme.

This agreement will open access for Ukraine to EU funding in the area of health. It will enable the Ukrainian health system to respond to immediate needs and contribute to long-term recovery.

The association agreement gives the Ukrainian health authorities and community actors access to EU4Health funds on equal footing with those from EU countries and associated countries, such as Norway and Iceland.

Ukrainian public and private entities will be able to receive funding through competitive (open calls) and non-competitive (direct grants and joint actions) measures. The agreement will be retroactive to 1 January 2022, allowing Ukraine to participate in the calls to be launched from September 2022.

This is part of the Commission's ongoing efforts to provide support in the area of health and that will help mitigate the immediate damage caused by Russia’s aggression. 

The EU4Health Programme has a total budget of €5.3 billion for 2021-27.
