Experts from the Organisation for Economic Co-operation and Development (OECD) and the European Observatory on Health Systems and Policies (Observatory) prepared a set of 29 Country Health Profiles, covering all EU Member States, Iceland and Norway.
The State of Health in the EU’s Country Health Profiles are designed to be a one-stop-shop for knowledge and information on a country’s health system, put into the perspective of a cross-EU comparison.
The Country Health Profiles are a comprehensive resource covering each country's latest health policy challenges and developments.
Each Country Health Profile provides:
- a short synthesis of the health status in the country
- the determinants of health (focusing on behavioural risk factors)
- an account of the organisation of the health system
- an analysis of each health system’s effectiveness, accessibility and resilience.
This conceptual framework is based on the objectives set out in the Communication from the Commission on effective, accessible and resilient health systems.
The Country Health Profiles 2023 reflect specific health system challenges after the COVID-19 pandemic. The profiles provide an analytical account of national health systems, including a spotlight on mental health. The Country Health Profiles 2023 also highlight health system reforms and investments after the COVID-19 pandemic.
Whenever appropriate, the Country Health Profiles 2023 also link the analytical insights presented in the text to the most important EU health policy activities that are being implemented in the framework of the European Health Union, such as Europe’s Beating Cancer Plan, the Pharmaceutical Strategy for Europe and the European Health Data Space.
The Country Health Profiles are accompanied with a Synthesis Report highlighting some key messages from the 29 Country Health Profiles, providing an overarching summary of the 2023 edition.
